• Humboldt Income Program

Humboldt Income Program will provide direct payments of $920 for 18 months to 150 people, no strings attached.  Payments will begin one month after program enrollment. Applications will be accepted beginning December 11, 2023. 

Who can apply?

  • Pregnant people in 1st or 2nd trimester of pregnancy (under 28 weeks pregnant) during the enrollment period (December 2023-May 2024) who are also
  • 18 years old or over and living in Humboldt County, and
  • At 200% or below of the federal poverty level not including unborn child.

How to apply:

Enrollment begins December 11, 2023, and closes once 150 people have enrolled with a final cut off of May 2024. Participants must be referred by one of these referral partners:

  • Open Door Community Health Centers: North Country Prenatal Services and Redwood Pregnancy Services
  • Redwoods Rural Health Center
  • United Indian Health Services (application opens on December 4)
  • Hoopa TANF
  • CalWORKs Eligibility
  • Providence Medical Group-Obstetrics and Gynecology 
  • Programs of Providence St. Joseph Hospital Paso a Paso and CARE Network

How will my benefits be impacted?

Humboldt Income Program Payments are considered a gift and will not impact most benefits including CalFresh, CalWORKs, SSDI, Earned Income Tax Credits, LIHEAP, Medi-Cal, Refugee Cash Assistance, and Tribal TANF. Exemptions for WIC apply if you are already enrolled in CalFresh, CalWORKs or Medi-Cal. Payments will count toward income considered under Section 8 Vouchers and other Housing Authority Programs.

What if I want to talk to someone about my benefits?

All applicants will have access to optional benefits counseling before enrolling in the program. Referral and application will not impact benefits. If you'd like to speak to someone about your benefits before applying, you may call 707-805-1657 or 707-630-7882. 

What happens after I am referred?

Once you are referred to the program, you will receive a unique link via text or email inviting you to complete a brief application.

Will everyone who applies receive payments?

The program is limited to 150 people. However, all applicants will be invited to participate in a voluntary baseline survey and optional ongoing surveys to help measure the impact of Guaranteed Income so we can advocate for more Guaranteed Income in the future. Even those not enrolled will receive a direct payment of $20 per month and payments for optional survye participation.

What if I experience a miscarriage or infant loss? 

In the unfortunate event of pregnancy or infant loss, there will be no changes to your payments from Humboldt Income Program. 

How will payments get to me?

Once enrolled, you will get to choose whether you want to receive a monthly auto deposit to your bank or a pre-paid debit card. You may have the card mailed to you or pick it up at The Center in McKinleyville. If you are unable to get to The Center, staff can work with you to deliver the card to a location closer to your residence. Payments will be delivered on the 25th of each month.

What if I am not selected to participate?

All applicants will be invited to participate in evaluation so we can make programs like this available to more people in the future. If you choose to participate in ongoing evaluation, you will receive a direct payment of $20 per month. You will also be invited to participate in a Baseline Survey, brief text surveys at 6 and 12 months and an exit survey at 18 months. Whether a HIP Participant or evaluation participant, you’ll receive a small payment for your survey completion.
